We are looking for a Senior Procurement Specialist to lead and deliver British Business Bank’s (BBB) procurement of our Start Up Loans scheme delivery partner network. 


Start-Up Loans is focussed on promoting growth within the UK economy through supporting individuals to create their own businesses. Loans are personal loans and up to £25k per individual/£100k per business. Loans are delivered through a range of Delivery Partners and loans are issued and managed through a Finance Partner.


You will be a senior expert in the Commercial and Procurement team responsible for leading the Bank’s procurement activity, ensuring it is commercial and compliant, working with the wider Commercial and Procurement team and business stakeholders to ensure commercial and procurement support is provided to the business.


Utilising extensive experience and knowledge you will provide robust, commercial advice and guidance to colleagues on all procurement matters. You will be an expert resource in running public sector procurement exercises and in all aspects of contract management.


You will be an expert resource in designing, leading and running public sector procurement exercises and in all aspects of contract management, producing all the required procurement documentation and managing complex and high value procurements. You will manage evaluation and moderation processes and lead and co-ordinate Public Sector regulated tenders.


You will contribute to compiling MI insights that provide management with high quality analysis of the Bank’s procurement activities in order to inform strategic decision making; provide input into the business planning and budgeting process; and embed and develop continuous improvements.


You will assist the business with contract management and supplier relationship management, carry out forward planning of procurement activity including reviewing tender event schedules; and be a member of working groups on all projects that have a significant spend planned or a commercial impact on the organisation;


You will be a main point of contact with the Bank’s internal and external legal advisors and you will assist the Head of Commercial and Procurement in establishing the function as a strategic partner to all other functions within the Bank.


It is essential that you have extensive and demonstrable experience in public sector procurement, along with experience of being responsible for, leading on and running OJEU tenders.


You will have an excellent working understanding of public procurement legislation and regulation; a sound commercial procurement outlook with an ability to provide commercially focussed advice; and good experience of professional services procurement.


You will be an all-round procurement strategist and practitioner; with a high level of knowledge of commercial contracts including formation, drafting and negotiation; and have broad category expertise (service rather than goods).


MCIPS qualified or relevant equivalent supply-chain qualification will be advantageous.


You will be passionate about supporting change in a corporate environment and with individuals, have a continuous improvement approach and mind-set and demonstrably strong interpersonal and written communication style.


You will have the ability to work closely within the commercial and procurement team and business functions to enable them to connect with suppliers for goods and services.


You will have the ability to manage stakeholders, colleagues, and managing upwards have a “can do” attitude with a desire to be a team player and clear ability to develop and maintain strong professional relationships.


You will be reliable and have the ability to work autonomously, whilst being comfortable working in fast paced environment with a capability to prioritise competing demands, working collaboratively both within the operations team and with other central functions, including finance, legal, risk and compliance, HR, and IT.
